A Quick Update...

This week came and went without any new protocols announced in Guatemala, and we have not heard as yet that any new legislation has been introduced.

Regarding our case, we have no new news. In general, although things are much, much slower than usual, cases are continuing to be approved by PGN. We take this as a very encouraging sign.

On a lighter note, we were able to connect on line with a woman in Kentucky who is going to visit her child in Guatemala city. As a favor, she is bringing some special 'gas eliminating' bottles that Julian's foster mother wants for him. We also shipped her some baby cereal (the doctor ordered it to be added to Julian's formula) that doesn't have added sugar. We figured that was a pretty good idea since they add sugar already to all of his bottles- apparently common operating procedure in Guatemala. At least we don't have to worry about his teeth yet. :)

We appreciate everyone checking in, and want you to know that we are holding up well. We'll post as soon as we have more information.

JCICS (Joint counsil on international children's services) update.

The JCICS posted a notice regarding Guatemalan adoptions. Looks like something will be announced next week about the new adoption procedures.

If they implement right away, we are unlikely to get our 'out' from PGN before it happens, so we are hoping, visualizing, praying (you name it) that cases in process will be grandfathered in rather than having to start over. I don't even want to think about what it would mean if they're not.

The announcement also be interpreted, though, that the legislation is being posted but that it will still need to be voted in by Congress. In this case, it would take at least a month or two to go into practice, which would be good for us- unless, that is, that they just stop everything in the interim, which is also possible.

SO much up in the air.

We are just focusing all our energy on Julian being home soon, and would love all of your help with this!

I'll post here as soon as we have more information.

Guatemala To Keep Adoptions Open Through Reform

March 16, 2007- Alexandria, Virginia – Legislation intended to reform the current international adoption system will be introduced in Guatemala early next week. The legislation puts into place much needed oversight and is in line with the Hague Convention on Protection of Children and Cooperation in Respect of Intercountry Adoption, an international convention signed or ratified by over 60 countries. “This legislation gives children the legal protections they need and also the continued opportunity to find love and safety through adoption” said Thomas DiFilipo, President of the Joint Council on International Children’s Services (Joint Council).

International adoption in Guatemala has been criticized by numerous groups for unethical practices and a lack of governmental oversight. Such criticism has called into question whether intercountry adoption will continue in Guatemala. “Legislative reform is the key to continuing intercountry adoption in Guatemala” said DiFilipo. DiFilipo’s statement seems to echo that of many members of the Guatemalan Congress who met in early December and throughout the winter to address a range of issues related to international adoption and are now prepared to present their recommendations to Congress.

The Hague Convention on International Adoption will be ratified by the United States later this year. Since more Guatemalan orphans find loving families in the United States than in any other country, passage of this legislation in Guatemala appears vital to the protection of children’s right. The United States Department of State has clearly stated that adoptions with Guatemala will not be permissible under law unless such legislation is passed. According to DiFilipo “It is clear the Guatemalan Congress intends on passing the respective legislation this Spring. The best interest of each child is at the center of their efforts.”

Waiting and waiting and waiting....

No new news yet. We are nesting here, getting rid of stuff, putting some carpet in the basement this weekend, finishing house projects, hanging in there.

We have heard no more about the political issues around adoption. Bush's visit with president Berger in Guatemala barely brushed the topic (so we hear) and we are waiting to see if, and when the clamp down on adoptions will happen. I am optimistic at this time that we will make it out of PGN with Julian before this happens, but extra good thoughts/vibes/prayers/etc are still warranted and welcome.

Thanks for checking in.
We'll keep you posted!

I wish we could see the lunar eclipse from here...

We all arrived safely and the baby is amazing. So much change in the last 2 months. He is laughing, and babbling, and other than 3 straight hours of screaming last night, all has been fabulous. We are pretty sure it is a hard adjustment for him...new people, strange place etc. If it is the same as last visit tonight should be much better.

My mom (Samantha here...) is with us for a few days, and it has been a treat to have an extra hand, as well as to see her bonding with the baby.

The news about the overall adoption situation in Guatemala is not looking great. We are still hoping it wont delay our case, and all good thoughts or prayers for these waiting babies (including julian) to make it home quickly are much appreciated.

We are having trouble with uploading photos so we'll have to stick with highlights for now. We'll try again tomorrow.
